Very generally, sexual harassment describes unwelcome sexual advances, requests for sexual favors, or other verbal or physical conduct. Title VII is a federal law that prohibits discrimination in employment on the basis of sex, race, color, national origin, and religion, and it applies to employers with 15 or more employees. The law also makes it illegal to retaliate against a person because the person complained about discrimination, filed a charge of discrimination, or participated in an employment discrimination investigation or lawsuit.
Prevention of Sexual Harassment. The most effective weapon against sexual harassment is prevention. Harassment does not disappear on its own.
The fight against sexual harassment was the hot topic in Hollywood at the Golden Globes Awards, with outspoken and inspiring remarks by Oprah Winfrey, Reese Witherspoon and others. But allegations of bullying or inappropriate behavior by powerful men are still being made almost every day. These challenges are acutely present on Capitol Hill, where the power imbalances inherent in the structure of Congressional offices, as well as the reporting process for sexual harassment and assault claims, make it near-impossible for perpetrators to be held accountable—or for survivors to report instances of discrimination without facing severe personal and professional consequences.
